How to Apply

The Emergency Certificate (EC) is issued primarily with the objective to facilitate the applicant’s return to India in an emergency situation.  The EC is a one-way travel document which is issued in the following cases: (a) validity of Indian passport has expired and the applicant has no valid and legal visa status in USA; (b)Passport is lost/stolen/damaged/misplaced and not traceable and the applicant is no valid and legal visa status in USA and has to return to India on emergency grounds; and (c) the applicant is under orders of deportation by US authorities and does not have travel document to go back to India. In such cases, request for grant of EC is forwarded through US ICE only.

Documents Required: (i) Duly signed and passport size photo affixed application form downloaded after filling-up online at the portal:https://portal4.passportindia.gov.in/Online/index.html bullet.Please register through “Register” link, log-in through “User Login” link and apply for Emergency Certificate; (ii) Filled-in Personal Particulars Form bullet with a passport size photograph affixed; (iii) Original and a photocopy of the Indian passport (if passport available); (iii) Photocopy of the passport (if passport lost); (iv) Self attested copy of the residence proof [US Driving License, Utility Bill (Gas, Electricity, Water or Land line Telephone), Lease Agreement, State Identification Card, and Mortgage Deed].  If the applicant doesn’t have any of these documents, he may submit a notarized copy of any of these documents of a person with whom he is staying and also a letter from that person stating the duration for which the individual is staying with him; (v) Two passport size photographs; (vi) Self attested copy of the police report in case of loss/stolen/misplaced passport. The police report must have name of the applicant and a reference to the loss of passport.

Fee:  A non-refundable consular fee of US$ 15 cashier cheque or money order In favor of Consulate General Of India in Atlanta.and a separate cashier cheque or money order of US $2 in favor of Indian Community Welfare Fund (ICWF).  The fees may be paid in cash also.

Note: Personal cheques, credit cards, debit cards, etc are not accepted.

Processing Time: EC will be issued on confirmation of Indian nationality and passport particulars. If this is confirmed at the level of the Consulate, EC would be issued within 7 working days and in case of extreme emergency, it can be issued earlier.  If the Indian nationality and the passport particulars of the applicant could not be confirmed at the level of the Consulate, the case would be referred to the concerned authorities in India and EC would be issued only after receiving confirmation/clearance from them.
