No NORI Services for Medical Doctors With immediate effect Dt 5th March 2014.
Consulate General of India, ATLANTA will not provide No Obligation to Return to India (NORI) Service for Medical Doctors. The Ministry of Health and Family Welfare, New Delhi have issued new Guidelines, according to which, henceforth, No Obligation to Return to India (NORI) would not be issued by Ministry of Health & Family Welfare (MOH&FW) under any circumstance
Applying by mail
NORI application is a three stage process. It is available only to J-1 visa holders. The Consulate only handles Stage I and Stage III. The applicants have to handle Stage II themselves.
If application is being sent by post please sent a separate $20/- cashier’s check or money order fee for return mail. Or Enclose a trackable pre-paid self-addressed return mailing envelope.
Fees should be paid through Money order or Cashiers’ cheque drawn in favor of the ‘Consulate General of India, Atlanta.’ Personal cheques, debit cards, credit cards or other banking instruments are not accepted.
Supporting Documents:
Photocopy of all supporting documents should be notarized and attached to the application. Do not send any original documents.
How to Apply:
STAGE I
Miscellaneous Services Form - Download the Miscellaneous Application form and complete the application form.
Attach the following documents with the application form:
Photocopy of the Current Indian passport first and last page.
Proof of your US Visa Status:(copy of any one of the following)
Photocopy of the page containing visa on passport (J1 etc.)
Proof of current US residence address: (copy of any one of the following)
U.S Driving license.
PG&E, Water or landline telephone bill displaying applicant’s address
House Lease Agreement
State Identification Card
Note: Bank/credit card/mobile phone statements are not accepted as residence proof
Complete the NORI form in 4 (four- ) originals 4 (four-Originals). Notarized all 4 Copies.
Submit all 4 originals .
Fee of $ 60 (sixty) in favor of Consulate General of India. Atlanta. And an additional fee of $2 (Two ) with a separate cheque or money order in favor of Indian Community Welfare Fund.
In case the Consulate receives applications with incomplete documentation, the same will be returned unprocessed.
If you want to receive the attested documents back through mail, send a traceable pre-paid return mailing envelope (USPS 'Express Mail' or FEDEX etc.) .
STAGE II
On receipt of attested forms from the Consulate General of India, send originals to the following:
1. The Regional Passport Office (where your passport was issued initially), in India.
2. The Home Department of State in India you belong to.
3. The Department of Education, Ministry of Human Resource Development, ES-5 Division, Shastri Bhavan, New Delhi- 110 001 (Not applicable to Medical Doctors).
*Please note that it is applicant’s responsibility to obtain clearances from the offices in India. Consulate will not pursue this on their behalf.
STAGE III
On receipt of clearance from all three offices mentioned above, send Miscellaneous application form (with supporting documents) along with a copy of the all the three clearances along with the CASE NUMBER ( For Details, Please visit www.travel.state.gov/waiver_instructions.html ) given by US Immigration authorities (www.uscis.gov ) to the Consulate General of India, Atlanta, along with necessary fees.
The Consulate General will issue the waiver certificate and forward it to the Embassy of India in Washington DC for onward transmission to the US Immigration Authority who will notify the applicant directly regarding its acceptance. A copy of Consulate’s letter to the Embassy will be sent to the applicant.

Processing Time :Processing time: 5-7 working days from the date of receipt of applications by post. This is subject to submission of all requisite documents by the applicant(s).
Incomplete applications will be sent back without service indicating the requisites to complete.
